Vermont Tech uses Parchment Exchange to process transcript requests for electronic or paper delivery. This is a “green initiative” that provides you with the fastest delivery time through a secure website.

How to Order

All transcript requests must be processed through Parchment.

Ordering Methods

  • eTranscript: Sent electronically provided the recipient will accept transcripts electronically.
  • Paper Transcript – Mailed
  • Paper Transcript – Pickup (Randolph Center campus only or this method can be used with special instructions)

Processing Time

Transcripts are processed “ASAP”. “HOLD FOR DEGREE” will be delivered after graduation process. Legacy students: Requester accounts who have the first year of attendance date prior to summer 2002 will have their requests place On Hold (Automation Exceptions). Please allow longer processing times.

VSCS System Institution

If you need to request a transcript from another Vermont State College System institution, you will need to contact that school to order your transcript. Beginning with the Summer 2002 term, courses taken and grades earned at any of the Vermont State College System institutions appear on the transcripts of all VSCS institutions. Please note that if you have attended more than one VSCS Institution, you will need to create a separate account for each college you attend.

Charges

For each recipient request the following charges apply.

  • Electronic Transcript copy $6.50
  • Official Paper copy $7.50 does not include additional shipping charges.

You can pay for your transcript via credit card (Visa, MasterCard, American Express and Discover)

Tracking Your Transcript

You can check the status of your transcript request at any time by clicking on the link above, logging into your account, and selecting ‘Order Status’. You will also receive email notifications of your order status.

GOOD NEIGHBOR POLICY

Reduced tuition rates are available to residents of the following counties in Massachusetts, New Hampshire, and New York. Contact the Admissions Office for questions regarding your eligibility.

  • MA Counties: Berkshire, Franklin
  • NH Counties: Cheshire, Coos, Grafton, Sullivan
  • NY Counties: Clinton, Essex, Rensselaer, Washington

RSP-APPROVED PROGRAMS

Vermont Tech participates in the Regional Student Program (RSP), which allows eligible students from other New England states to pay 150% of Vermont’s in-state tuition instead of full out-of-state tuition. Under RSP, a student’s eligibility varies based on the desired program of study. For example, if a student’s home state offers a similar program, the student is ineligible for the RSP unless his or her legal residence is closer to Vermont Tech than to the location of the home state’s program. For details about your RSP eligibility, contact the Admissions Office.

SENIOR CITIZEN DISCOUNT

Any student aged 65 years or older may audit one VSC course per enrollment period without tuition charge. Additional courses may be taken without limitation, up to and including completion of a certificate or undergraduate degree, at the rate of 50% of the charged tuition. To be eligible, such persons may not take the place of full tuition-paying students in courses with enrollment limits. Course-specific fees, including Registration fees, shall be the responsibility of the student. All other student fees are waived.

Residency Requirements for In-State Tuition

Criteria and procedures to determine in-state residency for tuition purposes are required. In-state tuition rates apply to students who have maintained legal residence in Vermont for at least one continuous year prior to enrollment. Initial residency is determined when a student applies for admission to Vermont Tech.  Out-of-state students who feel they qualify for in-state residency must submit a completed Application for In-State Tuition.

A refund is issued for excess funds that have been applied to a student’s account after deducting tuition and fees that have been billed at the point the credit appears.

Refund checks are issued on Wednesday of each week, beginning around the fourth week of each semester, and all paper checks will be mailed out to the student’s home address on file and made payable to the student. Funds are not available for pick-up at the office.

Students can receive their refund more quickly by signing up for Direct Deposit of their refund check. This will ensure that the money is posted directly to the student’s bank account in a timely fashion. To sign up for direct deposit of a refund check, follow the steps below. (Must be an Authorized User to set up Direct Deposit account)

Log in to the Portal

  1. Log-in to the VSC Portal
  2. Select “Finances” icon
  3.  Select “Account Balance/Pay Bill”
  4.  Select the “Payment/Authorized User” link at the top of the page under Helpful Links and log in under Student & Staff using your Portal User ID & password
  5.  Select “Refunds” then choose “Set Up Account” and complete the form
  6.  Students/Parents must decide which account to deposit any excess money to as only one account can be entered. Credit cards cannot be entered to send a refund to, only a checking or savings account

2022-2023

  • Fall term: Friday, September 16, 2022
  • Winter term (PN students only): Wednesday, December 16, 2022
  • Spring term (non PN students): Wednesday, February 10, 2023

Live billing statements are available 24/7 on the Portal in Self Service for students and are made available on-line each month around the 10th throughout the semester for Authorized Users at the VSCS Bill Payment system (To set up an Authorized User, please follow the directions on this page.)

Statements

Students & Authorized Users will receive an email when their bill is available for viewing on the VSCS Bill Payment System.  It is the students’ responsibility to check their account status on-line periodically to ensure that their financial aid has posted to their account or payments are being made when due.  It is the students’ responsibility to ensure that all miscellaneous scholarships are posted by the appropriate billing due date.  Our office will add miscellaneous charges (graduation fees, dorm damage fines, parking fines etc.) that are deemed necessary by the receiving offices. View and Pay Your Bill

Live billing statements are accessible to students by following these steps:

  1. Log-in to the VSCS Portal
  2. Select “Finances” icon
  3.  Select “Account Balance/Pay Bill”
  4.  Under Total Account Balance, select the semester bill you wish to view
  5.  You can then select the “View Statement” icon on the right hand side to view your current, up-to-date statement. This is a Live billing statement
  6.  If you wish to make a payment, select the “Payment/Authorized User” link at the top of the page under Helpful Links and log in under Student & Staff using your Portal User ID & password
  7.  You’ll then follow the prompts to make a payment on your account

Accounts that go unpaid by the published due date are subject to a Late Financial Clearance Fee and a financial hold.  A financial hold will prohibit a student from registering for any future courses within the Vermont State College system, nor is the student able to obtain a transcript.

Additional Information

*Semester Bill Due Dates – Generally, the initial tuition bill per semester is subject to a $151 late payment fee and a financial hold on the student’s record if the payment or a response is not received by the due date.  (Summer session bills will be subject to the late payment fee each month there is new tuition billed, since the courses start and end at various times and the course lengths are varied). Please DO NOT wait for a corrected on-line bill. Make any adjustments (additions or deductions) on a printed copy of your billing statement from Self Service. If no payment is due because of a monthly payment plan or financial aid to cover the bill, just send an email to StudentAccounts@vtc.edu including your settlement information and the student name and ID number. There is no grace period on any bills.

Semester bills with a balance due must be settled by the appropriate due date listed above to avoid the late fee and the financial hold on the student’s record.  Pending Financial Aid will not post until after the Add/Drop period so the remaining balance due after pending financial aid or what is not covered by a payment plan, is what is due by the above published due dates.

All financial aid paperwork must be completed in a timely fashion to ensure all financial aid can be transmitted. It is the responsibility of the student to ensure that all miscellaneous scholarships are posted by the due dates. Frequently people assume we know how the bill will be paid. This assumption often results in the late fee and the financial hold. Please work with us to make sure that your account is settled. The earlier you respond, the earlier we can assist you. If your response is not received until the week of the due date, we will not be able to turn around information to you in a timely manner to help you avoid the late fee and a financial hold. The Vermont State Colleges host an in-house payment plan system on the VSC Bill Payment system. By hosting the payment plans in-house, we are better able to serve you. Payment plans are available for the following terms and are completed each term a student is enrolled. There is a $30 set-up fee each semester a plan is set up and monthly payments are due on the 15th of each month with the first month’s payment due upon sign-up.

Fall term (All students)

  • 6 month plan
    Enroll June 1-June 30 (1/6 of balance due at sign-up). Next 5 installments due July 15, August 15, September 15, October 15, and November 15.
  • 5 month plan
    Enroll July 1-July 31 (1/5 of balance due at sign-up). Next 4 installments due August 15, September 15, October 15, and November 15.
  • 4 month plan
    Enroll August 1-August 31 (1/4 of balance due at sign-up). Next 3 installments due September 15, October 15, and November 15.
  • 3 month plan
    Enroll September 1-September 30 (1/3 of balance due at sign-up). Next 2 installments due October 15 and November 15.
  • 2 month plan

Payment Plan Enrollment

Students can log on to the Self-Service system via the Portal to sign up once they have a billing statement for the semester

  1. Log-in to the VSCS Portal
  2. Select “Finances” icon
  3. Select “Account Balance/Pay Bill”
  4. Select the “Payment/Authorized User” link at the top of the page under Helpful Links and log in under Student & Staff using your Portal User ID & password
  5.  Select “Payment Plans” tab at the top and click “Enroll Now”
  6.  Select the Term available and hit “Select” (Plan will automatically place amount of contract based on current statement, so make sure all your financial aid is in place)

  7.  Under “Action”, click on green “Select” button
  8.  Below the payment schedule you can choose to schedule automatic payments or not
  9.  Select “My Profiles” tab to have an email reminder sent prior to your installment plan being due

Students who set up an Authorized user can also set up a payment plan by logging in to the VSCS Bill Payment system under the Authorized User section with their user access provided.

A Note to Parents:

As we strive to help you help your student, please make sure that your student makes you an Authorized User so that we may discuss your students financial account with you. We CANNOT discuss your student’s billing account with you until he/she give us permission to do so. Students can grant permission to parents by completing the steps below or by completing the FERPA form with the Registrar’s Office.

Students: Take these steps to grant a parent/guardian access to your billing account only:

  1. Go to VSC Portal (do not log in)
  2. Select “Finances” icon
  3. Select “Account Balance/Pay Bill” link
  4.  Select “Payments/Authorized Users” link under Helpful Links
  5.  Log in using your Portal User ID & password under Student/Staff
  6.  Select the “Authorized Users” Tab at the top
  7.  Enter the Authorized User’s email address

The new Authorized User will receive two emails to the designated email address: one will confirm that the student has authorized the parent/guardian as a user, the second provides a temporary password (located at the bottom of email). The Authorized User has 7 days to change the temporary password.

Parents: take these steps to finalize access to your student’s bill:

  1. Visit and bookmark this site: https://sycamore.vsc.edu/C21736_tsa/web/login.jsp
  2. Log-on using your email address as the User Name (must be done within 7 days of setup)
  3. Use Temporary Password (then change)

This will allow you access to pay and view your student’s bill at any time.  You will also receive a billing email notification each time a new bill is uploaded to the system on/around the 10th of each month.
